Department of Homeland Security Secretary Tom Ridge described plans to combine border security and inspection agencies to streamline the process of entering the country, in an address at a seaport in Miami last week.
By combining the two arms of border patrol, it would increase the chances of catching terrorists and weapons before they crossed the border, Ridge said. He went on to discuss an ideal situation where someone entering the country would meet with one Department of Homeland Security officer who would oversee all customs, immigration and law enforcement matters.
